CI-only exact-head qualification for stacked drafts #226 and #228 at 092e483. Do not merge directly. Formal review path remains #228 into #226 into #216, followed by fresh integration and main checks. This head adds audit delivery after a post-commit reconciliation failure; the audit API choice and full P1 acceptance remain open.
